In modern society,library alliance is not only the survival mode,but also the development direction of the library.the author puts forward for the regularity of the construction of the regional library consortia,explaines the reason of constructing and developing the regional library consortia.According to above analysis,combining with the domestic and foreign development status of the regional library consortia,this paper summarizes the obstacle to the development of construction of the regional library consortia from inside and outside and puts forward the corresponding countermeasures.
