摘要 探讨了在经济国际化日益深入、特别是我国已经加入WTO的情况下,政府在我国发展自主核心技术过程中的作用。结论是,如果没有政府的帮助,我国企业的自主技术创新将是一个十分困难的过程。本文的主要贡献是两个方面:(1)对政府作用的讨论是建立在深入研究、分析我国企业进行自主技术开发的问题和必要条件的基础之上的,政策的理论基础和针对性较强;(2)一个重要发现是,政府在影响企业自主核心技术开发的压力、信心和动力方面的作用是更为根本性的,在资金方面的作用是第二位的。这一发现对进一步提高对政府在自主核心技术开发中的作用、政府与市场、企业的关系的研究和重新认识具有重要意义。 This paper analyzes the role of government in local firms' independent core technology development in China in the era of globalization and China's joining the WTO.The conclusion is that the development of local Chinese firms' independent core technology would be very difficult without the help of the government.The paper has two important contributions:(1) the discussion of the role of government is based on new theoretical analysis of the process of local firms' independent core technology development,and(2) arguing that financial support from the government is of secondary importance compared with the influence of government on local firms' pressure,confidence,and motivation in developing independent core technology.The findings will have great significance on further strengthening the function of the government in independent core technology development,the research and recognition of the relationship among government,market and corporations.
