摘要
控制工程造价的关键在于项目实施之前的项目决策和设计阶段,项目决策是决定因素,而设计则是关键因素。业主对其管理应贯穿于工程建设的全过程,包括建设工程的项目决策阶段、项目设计阶段、项目实施阶段和竣工决算阶段。只有在项目建设的全过程,以设计阶段为重点、以市场为中心,通过技术与经济相结合的方法,实施动态、主动控制,合理确定投资估算、初步设计概算和施工图预算,才能提高投资效益,才能使造价控制取得令人满意的效果。
Project decision-making and design stage are the key to control engineering cost before project implementation.The former is the decisive factor,and design is the key factor.The owner's management of engineering construction should be permeated from beginning to end in the whole process,including construction engineering project decision-making stage,project design phase,project implementation stage and final accounts of completed project phase. Investment efficiency will be improved and satisfactory results of cost control will be achieved in the whole process of project construction only by focusing on designs with market-centered attitude through the combination of technology with economy,by implementing dynamic,active control,reasonably determining investment estimation,and by preliminarily designing budgetary estimate and construction drawing budget.
