摘要
职位分类制度不仅是现代公务员管理的基本制度,也是其它各项人事管理工作的起点和基础。经过二十年的实践和发展,我国构建了以职位分类为主、职位分类与品位分类相结合的具有中国特色的公务员分类管理模式,并按照"试点先行、制度跟进、突出重点、统筹兼顾"的原则积极推进公务员分类管理试点工作,取得了重要的阶段性成果,但也存在着分类管理模式不健全、晋升双轨制不健全、配套法规制度不健全等问题。为此,从完善分类管理模式、完善晋升双轨制、完善配套法规制度三个方面提出相关的对策建议,以期不断完善我国的公务员制度,从而推进高素质、专业化公务员队伍的建设。
The ranking system is not only an important basic system in modern civil service,but also a startingp oint and basis for the human resource management in other various sectors.After practice and development overt wo decades,China has established a civil servant management model with Chinese characteristics,focusing on categorization of posts while incorporating qualifications,and actively facilitating the experimental categorization management of civil servants under the principle of"experiment first,regulations to follow,priority in key aspects,andc onsideration for all".Whereas notable achievements have been attained,there still exist problems in the model ofc ategorization management,dual system of promotion,and corresponding regulations.Therefore,in order to solvet hese problems,this paper has made proposals from three aspects to optimize our nation’s civil servant ranking system and cultivate teams of high-quality and professionalized civil servants.
