论中国“文治统一政府”创立的基础

THE DISCUSSION ON ESTABLISHING FOUNDATION OF CHINESE "UNIFIED GOVERNMENT BY ACHIEVEMENTS IN CULTURE AND EDUCATION"

中华文明源远流长,自汉武帝以后有两千年的灿烂辉煌时期。这两千年璀璨时期从根本上来说是建立在"文治统一政府"基础之上的。"文治统一政府"是中国的一大创举,它又被称作"贤治政府"、"仕治政府"。这样的政府首先是统一的中央集权的政府,地方的权力集中在中央,中央的权力集中于皇帝,如此以来国家就可以凝聚全国的力量来做大事;其次政府官员大多是由平民中的贤者充任,各级官吏都在公开的标准之下统一选拔,人人不论贫贱富贵都有机会参与政权。中国在这样的政府管理之下,创造了令后人惊叹的灿烂文明。现在我们不禁要问创建这样的政府需要什么样的基础呢?本文将从政治、经济、思想等方面来探讨这个问题。

The China＇s civilization has a long history.There had been a period of two thousand glorious time based on ＂unified government by achievements in culture and education ＂.As a China＇s great beginning,it also was called ＂sage government ＂ or ＂Meritocracy ＂.This government firstly was a united centralized government,which concentrated local power in the center,and concentrated the central power in the emperor,therefore the country can unity the national strength to do great things;Secondly the government officials are mostly greybeards coming from civilians,Everyone had the opportunity to participate in the regime no matter rich or poor.In this administration,China had created the splendid civilization.Now we can not help asking that what kind of basis created such a government？ This paper will discuss the issue from the political,economic,ideological aspects.
