基层党建的实践逻辑和经验启示——基于浙江台州市的考察分析

The Practical Logic and Experience Revelation of the Basic Party Building

党代会常任制、非公企业党建和民主恳谈是台州基层党建的3个典型实践,透过对其实践历程的系统梳理,指出其实践逻辑集中体现在巩固和增强党的执政基础上:通过非公企业党建工作,巩固和增强了党执政的经济基础;通过党代会常任制的实践,巩固和增强了党执政的政治基础;通过民主恳谈的探索,巩固和增强了党执政的社会群众基础。分析认为,台州基层党建的精髓是组织正确引领,创新源于实践,制度激活拓展,群众有序参与。

Permanent system of the party congress,party building of non-public Enterprises and democratic deliberation are the three typical practices of the basic Party building.This paper,through combing their practical process,pointed out its practice logic intensively reflected in consolidate ruling foundation of the Party;Consolidating the economic basis by the party building of non-public enterprises, consolidating the political basis by the permanent system of the Party Congress,consolidating the social basis by the democratic deliberation.The author holds that the essence of the basic Party building in Taizhou is as follows;organization properly leads,the innovation comes from practice,the system activates expansion and the masses orderly participates.
