Adhering to the People Oriented and Striving to Improve Leadership Ability of Social Management

适应我国社会管理环境发生的巨大变化,切实提高领导能力,进一步加强和创新社会管理,是我们需要高度重视的重大课题。加强和创新社会管理,要准确把握领导社会管理的基本能力要求:一是要有构建社会管理格局的能力;二是要有搞好公共服务的能力;三是要有科学决策和贯彻执行的能力;四是要有强基固本的能力;五是要有处置突发事件的能力。切实落实提高领导社会管理能力:一是要加强马克思主义理论学习,切实把人民放在心中最高位置;二是既要注重研究社会管理的一般规律,更要注重研究中国社会管理的特殊规律;三是要认真学习历史特别是中国近现代史,努力总结和消化好我们党治国理政的基本经验;四是要在领导社会管理的实践中提高领导社会管理能力。

To adapt to the great changes of environment of social management and to improve leadership ability,to further strengthen the social management and innovation,is the major issues we need to attach great importance to.To strengthen social management and innovation,we should grasp the basic requests of social management in leadership ability: First,to have the constructing ability of social management;Second,we need to have the ability to improve public services;Third,we need to have the ability of scientific decision-making and implementing;The fourth is to have a strong base of ability;Fifth,the ability to deal with emergencies.To improve the social management leadership ability,first we should strengthen study of Marxist theory and put the people in the highest position;second is to attach great importance to the research of the general law of social management and pay more attention to the special law the research of Chinese social management;Third,we need to seriously study history,especially history of modern China,try hard to summarize and digest the basic experience of our Party governing;Fourth,to improve social management ability of leadership in the practice of management.
