黑龙江省旅游业系列化发展的公共政策分析

Public Policies for Serialized Development of Tourism in Heilongjiang

黑龙江省旅游业在实施系列化发展过程中自身优势明显,但存在的劣势亦很突出。特别是长期存在的旅游资源产权关系界定不清、产权制度安排不合理的问题,在政策层面上始终没有得到解决。在这样的大背景下,存在的环境污染、景区"断头路"、对旅游服务扶持力度不够等具体问题,都制约了黑龙江省旅游业系列化发展政策的实施。为了加快旅游业系列化发展,黑龙江省在大力提升经济发展水平的基础上,应从充分利用公共政策机制入手,引导旅游业组建旅游产品多样化的创新团队,强化高层次的旅游监管,大力促进旅游业系列化发展。

Advantages for serialized development of Heilongjiang tourism are outstanding,but the disadvantages are also obvious,especially for issues concerning the long-existing undefined property right of tourist resources and the unreasonable arrangement in property right system,which remain unresolved at the policy level.In this circumstance,specific problems like environmental pollution,dead-end roads in scenery zones and weak support for tourist service still exist,which constrain the enforcement of policies for serialized development.Based on the great improvement of economic level,we need to make the most of public policy,inspire the construction of innovation teams for diversified products,intensifythe supervision on high-level tourism in order to accelerate the serialized development of tourism.
