低碳城市评价指标体系研究综述

A Review of Researches on Low-Carbon City Evaluation Index System

构建低碳城市评价指标体系对于促进低碳城市发展具有重要意义。通过总结国内外相关学者从内涵、国内低碳城市评价指标体系及国际经验借鉴等三个方面对低碳城市评价体系的研究发现:国外大多数国家发展低碳城市都是将交通、商业与公用建筑以及住宅能耗问题作为低碳城市的三大重点领域。借鉴国外经验,有助于我国低碳城市评价指标体系的建立,能全面衡量我国低碳城市的发展水平,并可获得对经济、环境、社会三大体系协调发展状况进行科学综合评价研究的依据。

The construction of low-carbon city evaluation index system is vital to the development of a low-carbon city. Summarizing researches at home and abroad in terms of connotation, domestic low-carbon evaluation index, international experience learning, this review finds that most countries pay great attention to the energy consumption of transportation, business and public buildings and dwelling houses for developing carbon cities. Overseas experience will help establish domestic low-carbon city index system and assess the developing level of low-carbon city in our country, offering the basis for scientific, comprehensive evaluation and study on the coordination of three systems in terms of economic, environment and society.
