摘要 从石油和化学工业生产特点出发,对化工安全事故的类型、场所及原因进行了统计分析。从企业、政策和产业三个层面,分析了造成化工安全事故及隐患的技术性原因、制度性原因和结构性原因。针对这些问题提出了提升安全水平、促进石油和化学工业可持续发展的系列对策。 To analyze the production characters in petroleum and chemical industry, types of production accidents, sites and reasons. To discuss the reasons for chemical production accidents in terms of process technologies, current systems and structures. Suggestions and countermeasures to upgrading safety level, improve sustainable development of petroleum and chemical industry are put forward.
