本文结合莆田市梅园路片区改造规划与实践，初步探讨了旧城改造中如何妥善处理保护与发展的关系，并提出运用整体观念和环境观念指导旧城改造的设想。

This article discusses tentatively for to deal well with the relationship between preservation and development, which is combined with the urban redevelopment planning of Meiyuan road blocks in Putian city. It also points out the ideas tha to guide urban redevelopment by applying the views on integration and environment.
