从澜沧江水电建设看加强水电规划的重要性

Importance of strengthening hydropower planning viewed from Lancangjiang hydropower development

水电规划是水电建设前期工作的首要环节,是关系水电战略目标和战略布局的一项重要工作。水电规划能否正确地反映客观规律,将直接影响到水电建设布局的合理性和科学性。为了做好澜沧江中下游河段规划,昆明勘测设计研究院进行了认真的探索,使该河段规划较好地体现了从实际出发、充分发挥资源优势、振兴云南省经济、加快“四化”建设的指导思想。目前,大朝山电站即将建成发电,小湾水电站即将开工兴建,标志着云南省的水电开发又将迈上一个新台阶。为此对《澜沧江中下游河段规划》进行认真的总结是完全必要的,可为进一步搞好云南省的水电规划提供有益的经验。

The hydropower planning is the first link of the antecedent work of hydropower development and is an important work relating to the strategic goals and arrangement of hydropower. Whether or not the hydropower planning can correctly reflect the objective law, it will directly affect the reasonable and scientific arrangement of hydropower development. In order to do well the planing of the middle and the lower reaches of Lancangjiang River, the Kunming Investigation and Design Institute has conducted a bold and serious exploration in the planing so that the planning of the reaches can reflect the guiding thoughts of taking the actual conditions into account and making full use of the advantages of resources to vigorously develop the economy in Yunnan Province and to quicken the construction of four modernizations. At present, the Dachaoshan Hydro Station will be completed and put into operation soon and the Xiaowan Hydro Station will start to be constructed, which marks that the hydropower development in Yunnan Province will enter a new stage. It is necessary to sum up the Planning of Middle and Lower Reaches of Lancangjiang River, which can provide some useful experience for further doing the hydropower planning in Yunnan Province well.
