救灾法与《救灾法》——北川新县城安居房工程实践与思考

DISASTER RELIEF MEASURES AND DISASTER RELIEF LAW:PRACTICES AND THOUGHTS OVER THE SETTLEMENT HOUSE PROJECT IN NEW COUNTY TOWN OF BEICHUAN

在北川新县城的重建过程中,安居房的设计、建造是极为重要的部分,直系民生。安居房建设不仅仅是完成了一项具有历史意义的救灾任务,更是希望籍此总结积累经验,完善我国救灾机制,推动救灾法制化。文章从救灾方法入手,在救灾技术措施体系的搭建;强调公众参与、社会平等;尊重原有居住模式、传统文化;注重救灾总体协调;以及救灾可持续发展等方面阐述规律和经验,希望对《救灾法》的形成具有借鉴意义。

In the reconstruction of the new county town of Beichuan, the design and construction of the settlement houses are of great importance, as they are directly related to the people＇s daily life. With the construction of settlement houses, we have not only completed a historic disaster relief task, but also accumulated experiences and enriched the disaster mechanism and promoted the legislation of disaster relief. This paper explores the methods for disaster relief, the construction of disaster relief technology system. In addition, this paper stresses the public participation and social equality, to respects the original dwelling pattern and traditional culture, attach great importance to overall coordination in disaster relief work and expertise in the sustainable development of disaster relief work, in order to shed light on the promulgation of Disaster Relief Law.
