文章提出应着重从四个方面出发促进江西防震减灾事业发展。首先,坚持从震情出发,使立法议案更有针对性、可操作性和创新性;其次,把关系民生的热点、难点问题作为立法重点内容;再次,注重立法的前瞻性,以立法推进防震减灾事业发展;最后,立法选题突出重点,并处理协调好各部门关系。

This paper puts forward four aspects to promote the development of preventing earthquakes and reducing disaster in Jiangxi.Firstly,it should be make the bill more operable and innovative.Secondly,the major content of bill includes difficult and hot issues of livelihood.Thirdly,it should pay attention to the prospective of bill.Finally,the topic selection of legislation should highlight the emphasis and coordinative relations of different sectors.
