摘要
以陕西省为例,分析得到目前农村劳动力整体文化素质较低、农村产业结构不合理、乡镇企业和小城镇建设不完善、本土产业开发滞后等因素是阻碍农村剩余劳动力转移的主要问题。针对上述障碍因素,提出相关对策,即应通过加大农村教育力度、促进农村产业体制机制改革创新、鼓励回乡创业、大力发展乡镇企业、做大做强本土产业等方式逐步实现农村剩余劳动力的就地转移。
Taking Shaanxi Province as an example,it analyzes the hysteresis factors of rural surplus labor force transfer are: the cultural quality of rural surplus labor force in Shaanxi is lower,the industrial structure of rural areas is irrational;township enterprises and small towns are imperfect,local industrial development is hysteretic and so on.In the light of many barriers of rural surplus labor transfer in Shaanxi,the following countermeasures to solve the problems were put forward,namely,increasing the intensity of rural education,promoting reformation and innovation of rural industries institutional mechanisms,encouraging to develop enterprises in hometown,exerting great efforts to develop township enterprises,growing in strength of local industries,taking local development as the key point,advancing distinguishing feature development as a guidance,enhancing the internal transfer capacity of rural surplus labor and so on.
