城乡统筹下耕地外部效益的内在化

Internalization of Farmland External Benefit under Balancing Rural and Urban Development

耕地外部效益内在化实行经济补偿不仅有助于耕地保护,也是城乡统筹的有益尝试与重要体现。在分析目前耕地管制下的农业补贴未能达到外部效益内在化效果的基础上,提出由组建的耕地保护基金会代理筹集资金,依据外部效益的评估值,分区按年向参与耕地农用的农户提供货币激励补偿,并配套实施保障措施,以更好地促进城乡统筹和谐发展。

Compensation of farmland external benefit internalization not only contributes to farmland protection,but also is useful attempt and important manifestation of balance of rural and urban development.Based on the analysis of the agricultural subsidies under current farmland control failed to meet the internalization of external benefit,it was proposed that the farmland protection foundation shall raise funds to provide incentive compensation to farmers per year with zoning according to external benefit value,and implement safeguard measures,so as to promote the harmonious development of urban and rural areas.
