香港港口与城市发展

Hong Kong Port and Urban Development

开埠之初就被定位为"自由港"的香港,是"以港兴市"的典型例子,港口的发展为香港经济的起飞和就业作出了巨大的贡献;而香港的产业发展以及与内地的区域合作,又促进了港口的繁荣,并使得香港成为国际航运中心。但目前,在金融海啸、珠三角产业转型、内地港口蓬勃发展等因素的影响下,香港港口的发展前景不容乐观。本文在回顾香港港口与城市发展关系的基础上,深入探讨了香港港口业务增长放缓的原因,并提出着力发展航运服务业,是香港航运中心转型升级、提高香港城市竞争力的重要方向。

Considered as a ＂free port＂ since its establishment, Hong Kong has been a typical example of a city using the port to stimulate its economic growth. Port development has contributed immensely towards the growth of Hong Kong, while business expansion and strengthening ties with the China's Mainland have furthered the development of the Hong Kong port to become an international maritime center. However, in the context of the 2008 financial mehdown, the industrial transformation in the Pearl River Delta, as well as the advancement of mainland ports, the development of the Hong Kong port faces much uncertainty. This paper at- tempt,~ to review the relationship between the Hong Kong port and the url^an development of Hong Kong, and to delve into the reasons for the apparent stagnation of the former＇ s develop- ment. It suggests that turning to the maritime service is a way to propel Hong Kong＇ s port de- velopment into a new level and to enhance the overall competitiveness of I-Iong Kong.
