和谐社会视野下公益法律服务体系的构建

Construction of the Commonwealth Legal Service System under Harmonious Society

社会和谐离不开权利保障、利益协调和矛盾化解。公益法律服务体系正是为实现这样的初衷应运而生的,它是以保护公共利益为目的、以提供无偿法律服务为内容的有机联系的制度体系。公益法律服务的对象主要是但不限于弱势群体,其疏解社会矛盾、维护社会稳定的作用已经在实践中得到验证。我们应当积极总结公益法律服务实践中存在的不足,寻找解决问题的方法和路径,构建科学、合理、适合中国国情的公益法律服务体系。

A harmonious society depends on rights protection, interest coordination and contradictions resolutions. The commonwealth legal service system has emerged to realize such original intention, which functions institutionally to protect public interests and provides organic connection with free legal services. The main objects of commonwealth legal services are not limited to vulnerable groups. It also plays a role in resolving social contradictions and maintaining social stability as has been verified in practice. It is believed that a more scientific, reasonable commonwealth legal service system can be constructed to suit China＇s conditions to make up the shortage and de- fects and have the problems solved.
