英、法、德精英人士看中国崛起及我国对欧公共外交建议

The Way Elites in Britain,France and Germany See the Rise of China and China's Recommendations for European Public Diplomacy

中国经济连续30多年的快速发展,引起世界的瞩目。上世纪90年代以来,国际社会出现了关于中国崛起的讨论。"中国崛起不可阻止"论已经成为西方战略界的一种主流看法。"中国崛起"这个概念是西方人士提出来的,我国学术界则大多采用"中国和平崛起"的概念。为了避免歧义和误解,中国政府一般不用"中国崛起"这个概念,大多采用"中国和平发展"的概念。本文主要介绍、分析英、法、德三国精英人士发表的关于中国崛起的观点,此研究不仅有助于我们深入了解欧洲大国精英人士对中国崛起的看法,还有助于深刻认识我国目前存在的问题,对我国今后拓展公共外交途径、增强公共外交能力具有重要的现实意义。

The rapid development ot China＂ s economy in the last three decades, has attracted worldwide attention. Since the late 1990 ＇s, the international community has been discussing about China＇s rise. That ＂China＇s rise is irresistible＇has become a widely accepted opinion of strategic experts in the West. It is people in the West who came up with the concept of China＇s rise. However, the academic community in China would mostly rather use the term ＂China＇s peaceful rise＂. To avoid ambiguity and misunderstanding, the Chinese Government has generally not used the concept of ＂the rise of China＂, but that of ＂China＇s peaceful development＂. This article introduces and analyses English, French and German elites＇ published views on the rise of China. The research helps us understand not only the European power elite＇s opinions on China＇s rise, but also the problems existing in China, and it is of great significance for China＇s expanding public diplomacy in the future and strengthening public diplomatic capacities.
