摘要
评价土地市场化程度,可以完善土地市场建设内容,充分发挥市场在土地资源配置中作用。在建立土地市场化程度模型的基础上,依据2003—2008年间土地一级市场和二级市场交易的面积和地块数,对山东省土地市场化程度进行了计算分析。结果表明,研究期间山东省土地市场化程度不断提高,市场化进程呈现快速发展的态势,当前的土地市场总体处于中等市场化水平,但土地市场化进程和水平表现出明显的区域差异,个别地区土地市场化程度与经济社会发展水平不相吻合。在分析山东省土地市场存在问题的基础上,提出了进一步优化全省土地市场的对策与建议。
Evaluating the degree and the efficiency of land marketization can improve land market construction and gives full play to the effect of the market in land resource allocation. Based on the land market and the secondary market trading block during 2003 to 2008, this paper establishes a model of land marketization and calculates and analyzes the land marketization in Shandong Province, with the result that during 2003 to 2008 land marketization in Shandong Province was in the development period and the current land market is generally at a medium level of marketization. The development and the level of land marketization vary from region to region, and the degree of land marketization in one or two regions is not consistent with the level of socio-economic development. By analyzing the problems in land market in Shandong Province, the paper puts forward countermeasures and suggestions for the further optimization of land market in the province.
