新办地方性高校要在现在和将来的激烈竞争中谋得一席之地,办出特色是一个必要前提,而办出特色的基本途径是建设一批适应社会发展、适应地方建设需要的特色专业。新办地方性高校尽管在办学上存在着一系列问题和困难,但并非不能建设特色专业;这种专业建设上的空白状态可能恰好是其建设真正特色专业的优势。新办地方性高校建设特色专业应当确立先进的办学理念和正确的办学定位;在此基础上,正确识别、遴选特色专业;制定出科学的、符合实际的人才培养方案;组建一支结构合理的高素质师资队伍;并切实改进教学方法与手段以适应特色专业教学的需要和提高教学效率的需要。

The fundamental way is to make the characteristic of the construction of a number of adapting to the social development and the local needs of the professional characteristics. The new local university while in school has a series of problems and difficulties, but not the construction of characteristic specialty;the professional construction on a blank state might just be the real professional advantage characteristic construction. The new local universities should establish the construction of characteristic specialty of advanced education philosophy and the correct orientation;on this basis, correct identification, selection of characteristie specialty;formulate scientifie, practical talent training plan; to establish a rational structure of high--quality teachers team; and to improve teaching methods and means in order to adapt to the characteristics of professional need of teaching and improve teaching efficiency.
