新时期我国县域文化发展研究

Significance,Difficulties,and Countermeasures for the Development of County's Culture in the New Era of China

发展县域文化在加强基层文化建设、夯实文化基础、协调县域经济文化发展、促进地区综合实力提升、落实科学发展观、统筹城乡发展以及提升广大国民的文化自觉与自信等方面具有重大意义。新时期我国县域文化发展面临的主要问题包括县域领导层文化观念相对滞后、各自为政、文化资源总体水平不高、未能充分尊重市场规律、投融资渠道不畅、文化建设人才缺乏以及文化体制改革受阻等。新时期我国县域文化发展的对策:县一级政府机构应及时了解文化政策,科学编制文化发展规划;树立全局意识,科学统筹县域文化发展;充分梳理资源,结合自身禀赋,做好前期调研和评估;充分整合文化资源,合理布局产业结构;解决好人才的挖掘、培养、引进的问题;在各级政府主导下,建立健全投融资机制;逐步摸索建立起一套适合县域发展的文化管理机构设置、运行机制。

This paper firstly analyzes the importance of county＇s cultural development of China in new era.The development of county＇s culture can strengthen grassroot cultural development to consolidate the cultural foundation,coordinate the county＇s economic and cultural development to promote regional comprehensive strength,implement the scientific concept of development,and enhance the general national cultural consciousness and self-confidence.It also points out the difficulties,for example,the concept of leadership has fallen behind,lacking a holistic perspective,the overall level of cultural resources is not high,failing to fully respect the laws of the market,and the problems in investment and financing channels,and the reform of cultural system.At last it concludes with a targeted and effective countermeasures.
