叙述了ＴＥＭ 编码原理和怎样利用可编程大规模集成电路实现ＴＥＭ 的具体设计思想，介绍了利用该方法实现的一种ＰＣＭ 数字中继接入设备及该设备在多媒体通信网络中的应用。
This paper describes the principle of TEM (Transition Encode Modulation) and the design method for TEM using programmable large scale integrated circuit, and then introduces a kind of low rate access device of PCM digital relaying line and the application of this device in multimedia communications
