关于深化集体林权制度改革的思考——基于贵州湖南两省的调查

Ideas on Deepen Collective Forest Tenure Reform——Based on the Field Survey in Guizhou and Hunan Provinces

在实地调查基础上,介绍贵州、湖南两省深化集体林权制度改革中完善政策措施方面具体的做法。两省在明晰产权、承包到户的改革完成后积极探索建立林权管理服务平台,加强林业社会化组织建设,大力发展林下经济,取得了初步成效。改革后的林业发展面临4个主要问题。建议在林业改革发展中切实稳定和落实好林地承包经营权,将发展林下经济作为现代林业产业体系的主导产业,推进农民林业专业合作社建设,加快修订《森林法》和完善林业政策法规。

In the field survey,based on the introduction of Guizhou and Hunan provinces to deepen the reform of collective forest right system,improve policies and measures in specific practices.Two provinces in the clear property rights,contract home after the reform and actively explore the establishment of forest rights service platform,to strengthen the forestry social organization,vigorously develop the forest economy,and achieved initial results.After the reform of the forestry development is facing four major problems.Proposed reform and development in forestry stable and effectively implement the forest land contractual management,the development of modern forest economy as the leading industries of forestry industrial system,and promote farmers＇ forestry cooperatives,speed up the amendment ＂Forest Law＂ and improve forestry policies and regulations.
