集体林权制度改革:成效、问题及对策——以安徽省黄山区为例

Collective Forest Tenure Reform:Effectiveness,Problems and Countermeasures——A Case Study of Huangshan District,Anhui Province

以中国南方集体林区——黄山区为例,客观评价黄山区集体林权制度试点改革所取得的成效,认真分析改革过程中存在的一些突出问题。根据当前国家的林改政策,结合黄山区的实际,就如何完善林权改革,从国家及地方各级政府政策层面上提出下一步继续深化集体林权制度改革的对策建议,并就风景名胜区的保护与集体林权制度改革、林农林权维护、林业产业发展之间存在的矛盾焦点,提出探索协调平衡矛盾的办法与措施。

The paper takes collective forest in southern China---Huangshan area,for example,it makes an objective evaluation of Huangshan District,the pilot reform of collective forest right system,the results achieved,a careful analysis of some outstanding issues in the reform,according to the current national forest policy change,combined with Huangshan area of the actual,on how to improve forest tenure reform,state and local governments at all levels from policy level to the next steps to deepen the collective forest tenure reform policy proposals,and to the focus of the conflict between the protection of scenic areas and the collective forest tenure reform,foresters the right to maintain,forest industry development the proposed methods to explore co-ordination and balance conflicting measures.
