城市公共交通是城市社会生活和经济运行的大动脉。科学有效地管理城市公共交通，是时代赋予我们的一项重大任务。然而近年来随着中国城镇化的加剧，城市交通拥堵，城市道路交通安全事故频发，城市汽车数量大幅增加带来的环境污染及能源紧缺所形成的不协调、不和谐，越来越成为制约城市公交发展的瓶颈问题，，要突破这一瓶颈．只有在实际管理过程中严格落实“公交优先”的发展战略，通过各政府管理部门的统一管理，建设和发展以大容量公共交通为骨架的公交网络，同时加快相关立法，为管理过程提供法律依据．多管齐下，综合治理。

Urban public transport is the artery of urban social life and economic operation. It＇s a great task facing us to manage urban public transport scientifically and effectively. However, in recent years, as China＇s increasing urbanization, urban traffic congestion, frequent traffic accidents, as well as the incoordination and disharmony of energy shortage and pollution brought by rapid growth of vehicles＂ number, has gradually become a bottleneck which restricts the development of urban public transport. In order to break this bottleneck, we have to put the strategy of priority of public transport into practice strictly, build and develop public transport network with high-capacity transit as its backbone through government＇s unified management, and speed up the relevant legislation at the same time, providing a legal basis for management process, multi-pronged and comprehensive management.
