摘要
借债筑路作为20世纪初叶利权回收运动的对立物,是清政府交通主管职能部门——邮传部的一项政策。此中,存在着明显的以夷制夷的意图,并取得了相当的成就。但是,成就的背后是失误,这最主要的是体现在经济领域。总体看来,借债筑路政策乃当时中国的必然选择。
Borrow money to build roads was one of the policies of the Postal Department, which was confrontation with the right to withdraw in the early 20th century. The measures was very clear to control the barbarians with barbarians and made great achievements. However, the policy also produced errors, especially in the economic field. Overall, the policy of borrowing money to build roads was a inevitable choice.
