Remarks on the Causes of China’s Corruption Phenomenon in Traditional Culture

在中国,腐败现象的产生有着深刻的文化根源。中国传统"家文化"及其泛化的影响,造成公共权力的私人情感化,使各种制度的执行缺乏刚性,对公共权力的监督乏力;传统"官本位"文化造成广大民众对权力的普遍崇拜、恐惧及依附心理;传统文化对官员的制约"重内省,轻制度"思想的影响,导致权力制衡机制不完善;我国民众主体意识不足,对公共权力的监督缺乏国民心理基础。因此,反腐败必须改造落后的思想文化。

The emergence of corruption in China has its profound cultural roots.Because of the influence of the traditional Chinese 'family culture' and its generalization,the public power becomes emotional,the implementation of all kinds of regulations becomes flexible,the supervision of public power becomes weak.The traditional official-centered culture causes the worship,fear and attachment to power from the public.Due to the restriction of traditional culture,the officials pay more attention to their retrospection rather than regulations outside,which leads to the imperfection of the checks and balances.The insufficient of people’s public-centered consciousness in China result in the lack of national psychological basis towards the public power supervision.Therefore,the reformation of the unenlightened culture must be carried out before the anti-corruption task.
