农村社区环保主体力量的运行机制研究

On Operating Mechanism of Key Force in Rural Community Environmental Protection

正确认识环保主体,是确定农村社区环保基本依靠力量的前提。我国农村社区环保的基本主体包括社区农民、乡村精英、环保志愿者、农村社区妇女与幼儿、中小学学生。农村民间环保社团是凝聚、放大环保主体力量的基本组织形式。我国农村社区民间环保社团主要有社区环保委员会与学生环保社团。激活农村社区环保主体力量的实践机制,即环境教育机制、环保活动机制、伦理文化力的保障机制是实现农村社区环保主体力量的关键环节。

The correct understanding of the main part for environmental protection is the premise to determine the basic strength on environmental protection in rural communities.The basic main part for China＇s environmental protection in rural communities mainly includes farmers,the rural elite,environmental protection volunteers,women,young children and primary and secondary school students.The rural civil environment protection associations are the basic form of organizations to agglomerate and enlarge the key force of the environmental protection.The civil environment protection associations in China＇s rural community are mainly composed of the Community Environmental Protection Committee and the Student Environmental Protection Association.Activating the practical mechanisms of the key force of the rural community environmental protection,that is,the environmental education mechanism,the environmental protection activity mechanisms and the ethical culture protection mechanism,is the key to realize the key force for environmental protection in rural communities.
