我国西部地区科技竞争力的定量分析

Quantitative Analysis of S&T Competitiveness in West of China

随着科技对经济发展的作用日益显现,科技竞争力评价研究也日渐受到重视。本文从科技投入、科技产出、科技潜力以及科技管理等四个因素构建了评价指标体系,运用主成分分析法对我国西部11个省市2009年的科技竞争力进行了定量分析。研究发现,西部地区科技竞争力处于全国平均水平之下,总体竞争状况欠佳,且各省份之间差距明显。科技管理能力与科技综合竞争力之间的协调性差,建议西部地区在加大科技投入的同时,要着重加强科技管理能力。

With the significant effect of S＆T on the economic development, the research on the competitiveness of S＆T has been increasingly paying attention to. The paper designs competitiveness of S＆T evaluation index system including S＆T- Input, S＆T-Ontput, S＆T-Potential and S＆T-nanagement, and we have a quantitative analysis on competitiveness of S＆T of 11 provinces in west of China by taking use of principle components analysis in 2009.We find that the level of S＆T competitiveness in the western region is below the national average, and the overall competition is in a poor condition, and there is an apparent gap between the provinces.The coordination between S＆T management and S＆T competitiveness is poor, and the paper proposes that western region should focus on strengthening S＆T management capabilities while investments in S＆T.
