摘要
Y县龙溪乡蕲春党建工作站成立以来,在管理和服务外来人口中显示出了ADR机构的性质。由于外来人口群体更体现非诉传统,对通过诉讼实现正义的期望较低,实行ADR机制更有利于外来人口的社会融入,使得外来人口的ADR有其实然价值。当前外来人口的ADR也存在一些问题,可以通过"以外帮外"模式,从外来人口ADR中心的运作、人力资源的培训、ADR技术的规则化等方面有效推进外来人口ADR工作。
The institute of Qichun, Longxi Village, Y County reveals ADR nature in immigrant management and service, since the establishment of its communist party building workstation. The immigrant ADR has its de facto value, as they are prone to opting for Alternative Dispute Resolution and have low expectation for realizing justice via legal action. The ADR of immigrants also has some problems. The mode of "immigrants helping immigrants" is, thus, suggested to adopt by means of immigrant ADR center operation, human resource training, ADR technique regularization in pursuit of fostering immigrant ADR work effectively.
