摘要
完善的公务员管理制度和体系是提高公务队伍整体素质的重要途径;构建基于胜任力的政府公务员管理体系,有助于从总体上认识和解决现有公务员管理体系中存在的问题,充分发挥公务人员的能力。本文在对胜任力理论进行了简要论述的基础上,针对现有公务员管理中存在的问题,提出了构建一个基于胜任力模型的公务员管理体系,以期提高政府内部公务员管理的质量,从而提高政府的行政效率。
A perfect management system of the civil servants is important to improve the overall quality of civil servants, and constructing a civil servant' s management system based on the competency is helpful in recognizing and solving the existed problems of it and in developing the ability of the civil servants. Based on the brief discussion of the competency theory and the existing problems of civil servant' s man- agement, this paper puts forwards constructing a civil servant' s management system on account of the competency model in order to improve the quality of the civil servant' smanagement and the administrative efficiency of the government
