摘要
Judging by the lessons learned from the 3-year practice of the Pilot BA Program, the first one ever in RTVUs’ history, the author puts forward a series of policy changes on how to further open up the RTVU networks in the early years of next century. These gradual changes include:1. collaborations with key conventional universities in order to enhance the quality of teaching, especially the quality of content; 2. a limited open entry policy to test whether the RTVUs are ready to open; 3. more efforts on opening up the teaching process to create a learning environment; 4. a better monitoring system and formative evaluation mechanism to produce learning outcome; 5. top priority always given to quality rather than quantity, and 6. a necessity of clarification and analysis on the universal misunderstanding of "open education" in China, and of setting up a new frame of reference, i.e., a complete four-year undergraduate program in order to redefine the present BA course model.
