摘要
通过对昆明市松华坝水源保护区自然生态、水资源、经济社会情况的调查与分析,建立了保护区水资源安全评价指标体系,并分别采用层次分析法、模糊评判法和集对分析法对保护区水资源安全进行综合评价。结果表明,目前评价区的水资源安全处于基本安全级别。
The present paper is aimed at the study of water security including water quantity and quality,social economic situation,water management,water supply-and-demand condition,aqua-ecological situation in the Songhuaba Water-Resource Protection Zone in Kunming.Our research goal consists of 16 indexes,including the target,rule and the other index levels.The weight of the above said indexes can be assessed by using the maximum eigenvalue method needed for building-up a contrastive matrix which can be used to calculate its maximum eigenvalue to get the weight.The results of our assessment show that the weight of the water amount is biggest.With the analytic hierarchical process and the fuzzy evaluation method,we have made a comprehensive evaluation of water quality security of the district.In addition,all the standard data and multiplication of the corresponding weights and hierarchical integrated data can allow us to make a clear-cut water security state,with the evaluation results varying from 0 to 1 and the evaluation result being 0.447 5 at the level of critical security.Moreover, calculating the connection degree of all the indexes and the optional value and then the contact degrees of the target layers and rule layers,has enabled us to reach the state of water security with the evaluation results ranging from-1 to +1 and make-0.025 7 the level of critical security.The above three results indicate that water resource security state represents the critical security status as the result of comparing the evaluation results of the three methods,though the water resource situation doesn't seem quite desirable,particularly for it is unable to satisfy the need of social economic developments and the need for clean-pure drinking-water quality.In spite of this,the given study results may imply that enormous efforts the water resource administration and control departments should make to change the current situation to meet the needs of the sustainable social development.Therefore,this paper can serve as the basis of scientific policy-making decision
