摘要 为改善我国企业安全生产管理状况,解决企业中存在的重生产轻安全,安全责任划分不明确,员工参与安全事务程度不高等问题,从企业管理组织结构入手,基于国内典型煤矿企业安全管理组织结构模式和当前国际企业采用的分散与集中相结合的管理组织结构模式,结合现代企业安全管理理论和管理学组织设计理论,设计了"圆锥型"安全管理组织结构模式。结果表明,"圆锥型"安全管理组织结构模式能够解决目前我国企业安全生产管理中存在的问题,提高了安全管理水平。 This paper is inclined to introduce our idea on designing a model for the "cone-shape" enterprise safety management departments for improving the s afe ty management in domestic enterprises.The motivation to choose the research top ic comes from the fact that traditional safety management departments in our ent erprises were seriously confined within or around the enterprise safety producti on.The safety management departments in such enterprises didn't have enough pow er or right to control their own problems,neither able to fulfill their duties.And,in turn,they used to disregard necessary and even important information o r suggestions coming from the grass-root level employees.And,therefore,they w ould have no interest in or the sense of initiatives.In order to change the sit uation,we would like to propose a new model for such safety management departme nts,whose organizational structure should be combined with the centralized powe r and the decentralized power systems.For instance,the designing idea of the m odel should be put on the foundation of modern enterprise safety management theo ry by simulating the "cone-shaped" safety management system of the typical do mes tic coal-mine safety management department system.According to the new model,s afety management departments should be regarded as the most important of all dep artments in the enterprise.It should be endowed with the power to inquire into all the departments within the enterprise and therefore able to obtain informati on directly from all the available sources.The safety and security department h ead has to be chosen from one of the enterprise's general managers so as to ensu re the execution of the functions involving safety control and management,such as the administrative support and the safety-ensuring functions as a task group totally independent of other supporting departments.Moreover,it is of fatal im portance for safety management department heads to change traditional safety man agement ideas and methods in domestic enterprises that their only concern is to ensure safety production,because it is just a small sect of their jobs and the safety management department members are from all the departments of the enterpr ise,whose duties are to maintain not only safety production,but also the safet y of all the different departments under the enterprise,including all the speci fic operational processes and all the links of the production and personal safet y,respectively.And,finally,the new model of ours has shown its advantages th rough a comparative analysis with the traditional safety management model in the following ways,such as the enhanced position of the safety management departme nts;the improved enterprise organizational structure and the measures concernin g systematic management;the enhanced employees' working initiatives,motivation s and creative power.Thus,it follows that the new model will be able to help t o solve the safety problems in domestic enterprises and improve the safety manag ement situation in an all round way.
