科研项目管理中定向委托课题的弊端

在目前不少的科研规划和项目指南中,除了设立公开的招标课题(项目)外,还安排了部分定向委托课题(项目)。定向委托课题(项目)的设置,违背了"公平竞争、择优支持"的原则,使某些科研项目失去公平的申请机会,同时难以保证课题研究质量,也助长了"跑项目、轻研究"的歪风。鉴于此,建议在今后的科研规划和项目指南编制中,尽量减少直至取消定向委托课题,尽可能实行公开招标方式发布课题,以提升项目指南的编制质量,实现项目申请的公平、公正、公开。
