摘要
从监督主体、观念和"潜规则"、专职监督机构和监督方式等方面分析了当前干部选拔任用监督难的原因。提出了加强选人用人监督的几条建议,包括转变观念,自觉接受监督;正确认识拉票现象;完善党内选举制度;有序扩大党内民主,严格程序性制度;赋予纪委在干部监督方面以更大的责任,完善监督方式;扩大党务公开的力度,把一切可以公开的都公布于全体党员。
From the aspects of main body of supervision, ideas of supervision, unspoken rules, full-time supervision institutions and ways of supervision, this paper analyzes the reasons of the difficulty of the current cadre selection. It puts forward several suggestions to strengthen personnel supervision:changing ideas, accepting consciously the su- pervision ;understanding correctly canvassing phenomenon;improving inner-party electoral system;expanding orderly inner-party democracy, being strict procedural system;giving the Commission for Discipline Inspection more responsibility to supervise cadres;improving the methods of supervision;expanding the opening of the party affairs, publishing all that can be open to all the party members.
