行政问责制是责任政府的重要实现途径,同时也是政治民主化的必然要求。非典过后,行政问责在我国受到越来越多的关注,成为学术界和社会舆论研究的主要课题之一。由于问责制在我国推行的时间有限,异体问责在问责过程中存在着问责主体不足和缺位的状况,致使问责机制的优势难以发挥。因此,异体问责还有待强化。

It also becomes one of the main topics of the research in academic circles and social public opinion research. Because of accountability＇ s implementation of time is limited in China, allograft accountability in accountability process exists accountability subject shortage and absence of status, which causes accountability mechanism advantage is difficult to play. Therefore, allograft accountability remains to be strengthened.
