基层检察机关案件管理工作实证研究

Empirical Study on Case Management of Basic Procuratorial Organs

实践中,基层检察机关案件管理工作的范围、内容、方式等不尽统一,存在着规范化、系统化、信息化水平不高,法律监督职能弱化,决策参考性作用未充分发挥等不足。基层检察院案件管理新模式的构建应转变观念,建立健全案件管理平台的运行机制,加强案件管理平台的队伍建设和管理,注重基层检察院案件管理与上级检察院的衔接。

In practice,basic procuratorial organs vary in the scope,content and methods of their case management.Problems remain in the aspects such as the low level of standardization,systematization,and informatization,the weak function in legal supervision,the insufficient display of the exemplification role,etc.Hence,the basic procuratorial organs should in their case management constitute new models with new concepts,set up a sound regulating mechanism,enhance troop construction and management,and value the linkage of procuratorial organs at different levels.
