预算改革背景下的社会性别预算与妇女参政研究——基于温岭市温峤镇“性别预算恳谈”的实证调查

Social Gender Budget and Women Participating in Politics ——Based on "Gender Budget Consultation " Empirical Investigations in Wenqiao Town of Wenling City

2010年,温岭市温峤镇在政府预算编制和初审的过程中,创造性地开展了"性别预算恳谈"活动,在实践中逐步形成了妇女民主参与的新模式,一方面促进了预算决策的公开透明,另一方面使财政分配更加公平合理。这一实践充分显示了女性在平等条件下的政治参与潜能,推动了社会性别主流化,同时也证明了社会性别预算在中国土地上实践的必然性和可行性。

In 2010,a gender budget consultation activity was carried out in Wenqiao town of Wenling city during the government budget and trial process,gradually forming the democratic participation model with the exception of women＇s rights participation.This not only promotes budget decision-making transparency but also makes for a more justified allocation of funds.Women＇s potential for political participation on equal terms is fully demonstrated while the necessity and feasibility of the social gender budget in China is proved.
