河北省文化设施建设存在的问题及对策——基于对河北省文化设施建设调查问卷结果分析

A Research on Problems and Countermeasures of the Cultural Infrastructure Construction in Hebei Province——Take the Results of Questionnaire Survey in Hebei Province as An Example

在文化设施建设中,存在着缺乏统一规划,城乡发展不平衡,投资渠道不畅,文化设施完备度、覆盖率、利用率低,管理机制不健全、传统功能萎缩等问题。因此,采取统一规划、规范建设,个别扶持、均衡发展,以及完善投资政策、开辟以政府为主导的多元化投资渠道,优化资源配置,增加科技含量等策略,是推进文化设施建设见效益、上水平的有效举措。

In the process of the cultural infrastructure construction,there are some problems like lacking of integrated planning,imbalance in city and rural area,impeded channel of investment,low rates of the completeness,coverage and availability,imperfect mechanism in management,degeneration of traditional functions,etc.Therefore,to improve the cultural infrastructure construction,they are effective measures to adopt multiple investment channels dominated by government,to optimize the resource allocation,to add technological essences,etc.
