咸丰五年黄河改道山东入海后,围绕黄河流向、督府迁址及权限等问题,从中央到地方展开了二十余年的争论。在此过程中,山东巡抚的治河权客观上得到增强,河政体制与前清相比也发生较大变化。时局的变化、吏治的腐败也成为制约河政体制的重要因素。
