当前高校科研评价制度建设的问题和建议

Problems of and Suggestions to System Construction of Scientific Evaluation in Universities

高校科研评价制度对保障高校科研发展，发挥科研导向激励，营造良好学术环境等方面有重要作用，分析了高校科研评价中评价过度依赖数量指标，过多重视形式忽略本质，评价过程不严谨，相关制度不完善等问题，并从加强高校科研评价制度建设方面提出了加强管理创新，实行分类评价，完善评审评价方式，建立激励和监督机制等建议。

This paper describes the necessity of system construction of university＇ s scientific evaluation to ensure the scien- tific development, its incentive role, a good academic environment and etc. It analyzes the problems of scientific evalua- tion＇ s excessive dependence on quantitative index, excessive attention to forms, not rigorous evaluation process, and im- perfect system. Suggestions are put forward to improve management innovation, implement classified evaluation, perfect ap- praisal way and establish incentive evaluation and supervision mechanism and so on.
