社会转型背景下我国大学行政权力演变的二维分析

Two Dimensional Analysis on China University Administrative Power Change in the Background of Social Transformation

我国大学的过分行政化有着深层的社会根源,社会转型对大学行政权力产生了深刻影响,使大学行政权力发生了二维演变。大学行政权力在专业、课程、人员和机构四个方面的作用范围逐步缩小,但其作用层级提高,由执行权转为决策权。当今大学行政权力还没有回归服务于学术的逻辑,社会运行的规范化是大学去行政化的根本前提所在,学术权力的制度化则是去行政化的核心。

University bureaucratization was the result of the alienation of administrative power,but there was a deeper social cause.Social transformation made a profound effect to the university administrative power,which led to changes in two dimensions.In the first dimension,the scope of the university administrative power narrowed in four aspects: profession,curriculum,personnel and institution;in the second dimension,the levels of the university administrative power strengthened from executive power to decision-making power.However,the university administrative power still has not returned to the logic of serving the academic power.Then,the standardization of social operation is essential to reform university bureaucratization.Meanwhile,the institutionalization of academic power is the key.
