和谐共生:职业教育城乡统筹发展体制与机制研究

Harmonious Symbiosis:Research on the System and Mechanism of the Balanced Development of Urban and Rural Vocational Education

城乡职业教育是两个具有高度相关的生态种群,和谐共生应是职业教育城乡统筹发展的目标取向。在此目标下,建构城乡职业教育对称互惠集团化共生的办学体制、多元耦合的管理体制、交互共生的人才培养体制以及双元一体化招生就业体制,需要紧紧围绕资源来打造区域内城乡职业教育资源共享机制和职业教育集团办学的投入保障机制。

Taking urban vocational education and rural vocational education as two closely related populations,and making harmonious symbiosis the goal orientation of the balanced development of the two kinds of education,it analyzes the mechanism of harmonious symbiosis of the two.Then it constructs a school-running system with the characteristic of collectivized symbiosis with symmetry and reciprocity,a multi-coupling management system,an interactive-symbiosis talent training system and an integrated binary-cell enrollment and employment system based on that.To achieve the above goals,efforts are needed to use relevant resources to establish a resource-sharing mechanism between urban and rural vocational education and an investment security mechanism of collectivized vocational education as a support.
