摘要
将流域各区域的生活、生态环境以及生产等用水行业作为初始水权配置对象,在构建面向行业的初始水权配置系统、剖析初始水权配置系统内涵与特征的基础上,提出初始水权配置系统优化思想。结合各用水行业的发展目标构建初始水权配置系统诊断指标体系,建立改进的理想解模型,对流域内各系统中不同用水行业的初始水权配置结果进行诊断。根据诊断结果,结合不同用水行业的发展目标,基于交互式决策理论,将目标规划模型与逐步折衷法相结合,建立初始水权配置系统优化模型,对流域内各系统中不同用水行业的初始水权进行同步调整,使不同行业的初始水权配置结果通过系统诊断。以大凌河流域为例分析验证了模型的实效性。
The water consumption industries such as domestic,eco-environmental and productive industries in various districts in a basin are regarded as the allocation objects of the initial water right.An industry-oriented initial water right allocation system is established,and its connotation and characteristics are analyzed.On such a basis,the optimal ideas of the initial water right allocation system are put forward.The diagnosis index system for the system is established based on the development objectives of various water consumption industries,and an modified ideal model is developed to evaluate the results of the initial water right allocation among different industries in various systems in the basin.According to the diagnosis results,the goal programming model is combined with the interactive step tradeoff method based on the development objectives of different industries and the theory of interactive decision.Accordingly,an optimal model for the initial water right allocation system is proposed to synchronously adjust the initial water right among different industries in various systems in the basin so as to ensure the results of the initial water right of different industries to satisfy the system diagnosis.The effectiveness of the proposed model is validated by case study of the Daling River Basin.
