多民族聚居的历史决定了新疆是多元文化并存的地区,呈现出生产方式、宗教信仰、语言文字、风俗习惯、历史人文景观的多样性。价值观是文化的核心,多元文化的并存形成了多元价值观的相互吸收、相互融合,繁荣了新疆文化自由发展的局面,满足了不同民族、不同群体的多种需要,丰富了各族人民的文化生活。但同时也导致了一定程度上的多元价值观与一元指导思想、民族分裂主义与爱国主义、宗教价值观与科学价值观、传统价值观与现代价值观、西方道德标准与社会主义荣辱观等之间的冲突,制约了主导价值观的确立和作用的发挥。"新疆精神"是构建各民族共有精神家园,推进新疆跨越式发展和长治久安的思想基础和精神保障。

Nationality is cultural medium while culture is the symbol of nationality. The historical fact of ethnic groups in compact community determines that Xinjiang is a region with diverse cultures, taking on diversity in production mode, religious faith, language, custom and habit, historical and humane landscape. Value is the core of culture, so the co-existence of diversified culture has enabled diversified values to absorb and fuse one another, thus revitalizing Xinjiang＇s culture, meeting the needs of different ethnic groups and communities and diversifying the cultural life of people in ethnic groups. In the meantime, such a situation contributes, more or less, to the clash between diversified values and unitary guideline, ethnic separatism and patriotism, religious value and scientific value, traditional value and modem value, western moral standard and socialist value of honour and dishonour, restricting the establishment of dominant value and display of its role. ＂Xinjiang spirit＂ is a powerful security to facilitate its striding progress and construct a sound ideological setting helpful for long-term stability.
