摘要
高层次创新人才是科技进步、经济发展的主要推动者。对于人才以及高层次创新人才的界定存在差异致使人才的评价难以形成一套兼具科学性和操作性的指标体系。利用文献聚合的方法,从区域创新能力、地区竞争力、人才竞争力等12个方面的文献研究发现,对高层次创新人才队伍的考察,应该从人才资源、人才效能以及人才环境3个一级、18个二级指标进行考察。科学的评价指标体系的建立是一个复杂的过程,从指标选择、指标体系的建立到指标权重的分配都需要一套科学合理的方法,最终形成一套操作性强的评价体系。
High-level innovative talent is the main impellor of science and technology progress and economic development. The different definitions of high-level innovative talents make it difficult in forming a set of scientific and feasible evaluation index system. This paper, using literature polymerization method, and from literature researches on 12 aspects including regional innovation ability, regional competitiveness, and talents competence ete, found that, the investigating of high-level innovative talent team should include talents resources, effectiveness and environment, 3 first grade and 18 second grade indicators. Scientific evaluation index system establishment is a complicated process, where a set of scientific and reasonable method is required for index selection, establishment of index system and index weight distribution so as to finally form a set of practical and feasible evaluation system.
