公务员核心素质要求初探

Study on the Core Quality Requirements of the Civil Servant

公务员作为国家政策的执行者和公共管理的服务者,其素质高低对于建设中国特色社会主义事业的成败尤为重要。当前,我国经济社会发展呈现出一些新特点,极大程度地考验着、挑战着公务员的素质,对公务员的素质提出了紧迫要求。当前公务员胜任工作的诸多素质要求中,核心素质是"以人为本"、依法行政和应急管理。

Civil servant ,as the one who implements national policy and provides service in the public administration, the level of his quality is particularly important to the success or failure of constructing socialism with Chinese characteristics. Nowadays, China＇s economic and social development presents some new features,the civil servant＇s quality and ability has faced challege with new changes brought by the economic and social development, in this paper, the authors suggest that ,among the many quality requirements for the civil servant to accomplish the task ,the core quality requirements should be ＂people--oriented＂, administration according to law and emergency management.
