社会救援资源是应急救援工作的重要资源支撑,社会救援资源动员是筹集和使用社会救援资源的主要形式。从资源供给角度出发,给出社会救援资源的概念,即是由社会渠道提供的应急救援资源;综合"社会"和"应急救援资源"范围的研究,界定社会救援资源的范围,即由企业、非政府组织和社会公众等社会主体提供的救援队伍、救援设备、救援物资、医疗资源和资金等应急资源;阐述了社会救援资源的普遍特点和特殊特点。在社会救援资源的研究基础上,认为社会救援资源动员是指国家为了满足应急救援活动的资源需求,有计划有组织地提高各社会主体的资源供给能力,直至将资源送达需求方的一系列活动。

Social rescue resources are the material basis of emergency rescue ,which is the support and key factor to ensure effective emergency rescue. Social rescue resources mobilization is the main form of raise and use social relief resources. From the angle of resources supply, gives the concept of social rescue resources; defines the scope of social rescue resources based on the study of ＂society＂and＂emergency rescue resources＂＇ s scope, which is rescue teams, rescue equipment, relief supplies, Medical resources, and relief funds etc. supplied by social subject such as enterprises,non-govemmental organizations,Social Public and so on; and then expounds the common characteristics and special characteristics of social rescue resources. On the base of the study of social rescue resources,puts forward the concept of social rescue resources mobilization,namely,social rescue resources mobilization is a series activities of in order to meet the demand of the emergency rescue resources.
